As a former DoD contractor, you are allowed to add to cost of overhead into the cost of goods sold, and it’s done on a total overhead cost divided by total number of parts. That’s how you get $700 toilet seats.

I agree with all the points in your article, our land based missiles are incredible capable, but what if the 8" floppy disk used to program them fails? And, no modern defense program survives contact with DoD’s byzantine procurement program without excessive cost overruns (see Littoral Combat Ship)

If the humans knew the test, then launcher system did. It would be oriented, the course already locked in and everything would be ready for intercept. A true test would be a launch from a random location and trajectory.

The target was launched from a known location on a previously known course track, at a predetermined time. A real test would be a launch from an unknown location with zero prior notice. You know, like in combat.

Was it really a fair test? Usually with US military ABM systems, the target is coming from a known location at a set time and trajectory. Often the target vehicle has radar enhanced structures to make it easier for the kill vehicle to locate and destroy.
