You’re assuming a never-ending line of cars, which is not realistic. With the proper volume of batteries, a last-in-last-out method would keep up with charging needs. The last battery in may end up charging for hours before it’s back out in service.

I would assume the swap stations would be capable of charging batteries, so there would be no need to ship around charged batteries to stations.
