Superman never really had the upperhand in any of the fights he was in. After all, he isn't a trained warrior. He's a guy who has never had to learn how to fight, so of course when he goes all out, it's going to get messy. It means he's desperate.

Why exactly would they expect the national guard to be able to evacuate them all instantaneously? That's the least believable thing about superhero movies imo. Even in the Avengers when they can't evacuate it still comes off as unrealistic that people would be relatively safe.
