Yes, it was fenced off. They found empty cans of PBR and fedoras that blew off with a strong wind when they drained it. The fence has been gone for a while. The lake itself had a net over where the lily pads are, causing controversy due to ducks getting caught in them.

Nope, that is Echo Park lake. MacArthur Park is south west of Echo Park and yes, has been a bad part of the gang culture in Los Angeles. They did drain Echo Park a few years ago and did not find any dead bodies as was anticipated.
