There are other ways to assess someone’s potential wealth even if the margin of error is high. In Elon’s case, just his last stock sale or tax payment would give a value in billions.
Usually but some few countries such as Norway , Sweden & Switzerland link fines to income, as least for speeding.

Tesla never builds enough prototypes. As lame as Faraday Future is/was, they built 40 prototypes of the FF91 within less than 2 years.
Tesla showed off 3 Model 3s at the reveal event but only 1 was drivable and at least one of the others was mostly painted wood.
