You're missing our point. You're not a cop, based on your attitude toward cops, you don't have any cop friends either. If you did, you would know that the benefits of the Explorer PI far outweigh any gains in fuel economy.
See above post about gear/equipment. The Taurus is too small, ask any cop that drives one if he'd rather have an Explorer. Gas mileage is irrelevant.
CHP needs every vehicle out there to be Pursuit rated. They do, after all, need to chase down fast cars and morons. Besides, you can't fit the amount of tech that is required of a police vehicle in the Focus and expect the officer to be happy. Have you seen the belt they wear? The Focus is way too narrow for that…

I haven't heard of any glaring issues with Explorer or Taurus in terms of reliability, but the space is small in the Taurus, admittedly. As for Chargers, the transmissions are crapola for the CHP, I've heard of them consistently blowing at 30k
That's the point, service life of a patrol vehicle is generally 100k. This more than covers most police forces use, even small towns.
