I can't verify that claim either way, but I have my own doubts about the results of that referendum. Why else would you allow no foreign monitors to come and verify the results?
I've been having similar problems, but not just with posting. The last week or so I have to refresh any new io9 pages I open, or else I'm not even recognized as being logged in. Might be a Kinja/Chrome issue, but I don't really know.

How much control does any author actually have over the release date though? I was always given the impression that that was up to the publishers. We haven't seen or heard anything from them yet, which leads me to believe that the book is much less than 99% complete (I'd say anywhere between 70-80%).
