Considering this was clearly a reactionary feature, I doubt many games if any will even utilize the second gamepad like people expected. Imo this is just going to shift blame from nintendo to developers even though nintendo were the ones who intended the Wii U to be a single GamePad system/experience.
But in a more advanced game, this kind of could well wind up being the exact kind of thing I think of when I think of a "current-gen Hitman game."
