You can pretty much stumble into finding the underground parts while exploring, but her quest is the only way to get to the south west portion of Lake of Liurnia. The elevator for it is sealed unless you have her moon ring, which is literally the last step of her quest.

Isn’t Ranni’s quest like the biggest side-quest by far? It sends you to those underground areas that I don’t think anyone else directs you too.
