Looks like the engine cover came off in the crosswind after the slide started. I don’t think that is what caused the shunt.
Watch BTCC racing from the mid 60's on, its all racing like this. You had power cars, and grip cars, fairlanes vs mini’s it was amazing.

I 100% agree, the problem is the CA law is vague “as traffic and conditions permit” as the CA DMV has set a standard of 3 seconds, your going to loose in court as you are not able to prove anything less is safe in court.
Right CA basic speed law, but remember your driving test in CA? There was a question about follow distance, and the correct answer was 2 seconds. It may have been removed but that used to be a question. I just pulled the Drivers hand book and this is a direct quote from the CA DMV handbook on page 34. Mentioned again…
In CA the law is 2 seconds... So he would have been tailgating. watching the video, I would put him as following just a tad to close for little to no reason. Plus where is the start of the video, he might have been even closer?
