There was no protection against mass famines that happened regularly and constantly. There was no protection against basic illness of any kind.

I think it's more a case of celebrating the man who, arguably, brought an end to the time of troubles. Life under the warlords was far worse, make no mistake. What Mao did is inexcusable but he could be argued to have favoured a policy of working towards the greater good.
