My daughter applied to USC and got her rejection letter today, and her UCLA rejection letter yesterday. All I know is that I will be writing letters to both schools requesting a refund of the application fees. They all promise a fair and complete review of all of the application. Clearly that is not the case. 

Yes to this. If they have a previous record, to some degree it depended on the context in which they were operating. The laws, their boss, etc. What matters for the next candidate, imo, is their ability to consolidate power, mobilize support, and get things done in what *will surely be* a divided government.
