Yup. Here people wear dark clothing in poorly area assuming drivers can see them. Worse, is they have earbuds or headphones on blaring, talking on the phone, or busy texting away.
A PSA campaign would be helpful. Especially one stating that motorists are not always at fault, and pedestrians and cyclist can, and will be fined for violating the law. PSA would be more cost effective as well.
