Since the early 90's they have been over 96 ft.lbs.
All the K series inline engines makes a min of 140ft/lbs.
The B series in the ITR made 130ft/lbs.
The V6's made over 240ft/lbs since 2003....

Oddly enough I think you may be on to something. During the Toronto Indy, the Indy Lights (which were the former CART series cars) appear to be doing better lap times, or at least the racing was more entertaining. I think CARTs probably have more in common to F1 than the Indy chassis.
