Tire Carrier 101: Hold the tire to your outside so that if by chance you do get hit the tire takes the direct hit & not your body. This is done because there is less of a chance of you being sucked under the car if it's hitting the tire first and you're body is almost 2' away from the outside of the tire.
Here is the thing though, it is 100% legal to drive through the corner of the pitbox infront of you on exit which is why they move the outside rear wheel instead of leaving it there until after their car leaves like they do with the outside front wheel.
If you look closely it appears that the dashboard is damaged/pushed up in the air so it does seem plausible that something penetrated the cabin or pushed through the front firewall into them.
Armco is actually the preferred barrier form recommended by the FIA for all FIA Grade 1 (aka F1) tracks, even COTA is almost entirely lined with it. Tire Barriers are pretty standard fare in F1 as well, though more and more tracks are replacing them with TecPro Barriers.
Couple of reasons.
#1 NASCAR isn't going to pay the fees Bernie wants to have F1 at their track.
#2 Even with it's recent safety upgrades the track is barely an FIA Grade 2 track and it needs to be an FIA Grade 1 track in-order to hold an F1 race, for the track to achieve Grade 1 it'd have to be neutered so much that…

Petty Enterprises didn't run the #43 for a year or two after Richard retired, they leased the number from NASCAR but just didn't run it. Though Richard got tired of people asking him about if/why his number was retired so he decided that they'd start using it again.

When I think of the #3 in NASCAR I think of "Ole Blue" in the NASCAR Modified Division (NASCAR's oldest series) which is a number/team competition that has been used longer in NASCAR (57 straight years) then the RCR #3 and it's actually like only 2nd to the Wood Brothers #21 in the entirety of NASCAR.
