They are not advertising them as being 12" they are advertising them as being a "footlong", not 1 foot (or feet) long. Also "1 foot" has not always been (nor currently is) 12 inches in length everywhere in the world, it can range from like 10" to 14" depending on what part of the world you are in, just like a Gallon
