    Could be something some lube like tri-flow would fix, either on the brake pivots or inside the cable housing. Could be a damaged/rusty/kinked cable or cable housing or it could be something wrong with the brake caliper itself. Most likely its nothing a little lube and/or new cables and housing wouldn't fix.     I can't agree with you more. I volunteer at a local bike library and spend most of my time there fixing up donated bikes, fixing my projects, and occasionally help someone do the same with theirs. Seriously underutilized resource.
