What you're not getting is that the sentence implies that we have 100% of what is achievable at this point in time.
It is true, but Skyrim is still a vast improvement over Oblivion. Oblivion was almost empty except for the cities, Skyrim at least has many, many villages that are actually more than one or two buildings. I mean, Whiterun has a real sprawl around it with farms and small villages nearby. I was really happy about that.
