It is an apt observation. All discussion about militarization of civilian law enforcement has been about local and state municipalities being armed like military. The discussion goes back to LA and their SWAT teams after the Vietnam War. It has NEVER centered around federal law enforcement.

ICE is a federal institution, and the “militarization of civilian law enforcement” is a reference to state or local law enforcement.
