No, in the 1st one Obediah Stane gets it from the Ten Rings who find each piece from the desert and put it back together. He then uses it as a basis for his Iron Monger costume and leaves it in the basement of Stark Industries where his Iron Monger is being built. I can only presume Stark finds it, is pretty impressed…
