Just one person’s opinion, but I always took Albright’s maxim to mean that in general, in day-to-day life, women should support and mentor each other. A strong counter to the sexist narrative that women are carry and/or always hate each other.

I’m a guy and if I catch other guys staring at women, I stare at them the whole time until it registers and they break out of it.
