I’m not sure how involved with Strange he is, all I know him from is Juggernaut.

Cyttorak is so heavily associated with Juggernaut that I’d bet they came packaged. Fox just made him a mutant because they didn’t want to delve into all that. And, honestly, if it’s not going to affect things, its a lot simpler to make him a mutant.
