At the speed of hockey, the line between clean and dirty is always going to be a hair. The players are nearly always in a better position to punish a bad hit than the refs or the league.
It sounds good but that rule would be a fucking nightmare. If a top player took out a plug, the plug's team would always opt to hold him out as long as possible just to keep the other team's top guy out.
I support fighting in hockey but I really hate these punches to the back of a guy's head. It's incredibly dangerous and it would be an easy piece to legislate out of the game.
