I always wanted to make a PVP RTS where one team is emergency services and the other are disasters(fires, tornados, zerg rush crime spree mobs, etc) trying to take hold of a city

I believe there is a game about managing a city and all the incidents it might have, implicating police, health services and fire fighters. It's called Emergency and i think there is a second one too.
