Maybe the “pro” stands for, I don’t know, “provisional”, or “proverbial”, or “probation”.
They will get MORE STABLE frame rates. That’s different than HIGHER frame rates. I.e. the game will be 30 either way, but it won’t dip below 30 nearly as often on the Pro on a 1080p TV.

As explained in the Internet Reacts comments, high-end $5,000+ computers still have trouble managing 60 fps on 4k displays, and there is no way a $400 box can achieve that. My guess is PS4 Pro will be able to manage 1080p 60 fps consistently or 4k 30-20fps depending on taste.
