It was mostly an Intel thing, not an AMD. AMD was only susceptible to one of the 3 exploits and it was the less severe one. Intel on the other hand took a 30% performance hit in high speed storage workloads to patch it.

Graphics wise the Witcher 2 actually looks better than 3. The witcher 2 is an excellent game but 3 is just legendary.
