Many prisons DO charge room and board to the inmates housed there; ask anybody that ever got a ‘paying’ job in a Florida prison about what their take-home pay looked like after taxes, room & board were deducted from it (a minimum wage employee would take home ~10-15 cents per hour.  That’s right, per hour.)
