I'm confused as to how this could be anything but a good idea. Tracks, due to their noise, are undesirable to the average person. Prisons, for various reasons, are undesirable to the average person. Annoying prisoners with engine noise is among the smallest concerns that a person could possible have.

I 1,000% agree with this. This seems to be nothing but a positive, the local neighbors have no right to complain about the noise.
