I think it might just be you. I know that at one point I could only have 6 things in my cart at any given time but that cleared up by splitting it into two trips.

A very important note is that you can claim games for systems that you DON’T own. Even if you have only one of the three systems I strongly recommend downloading all of them. By the time I got my ps4 I had over 100+ free games saved up over the years.
