If you're trying to "find" legendary gear through engram drops, you're doing it painfully wrong. Get reputation, get marks, buy gear. That's the most efficient and reliable way to get your first set of legendary armor. Also, get Strange Coins from weekly heroics and use them to buy an Exotic armor piece from Xur.
