Actually, there is nothing to this car. Electrical diagnostics are simple. Parts are minimal and simple to replace (probably not cheap though). As long as you follow the High-Voltage Vehicle Safety routines, there is nothing to worry about here.
Are you kidding? In a country with 300M firearms? Having worked on many historic military tracked vehicles, including a BMP-1, a tank or IFV like this on my Virginia street just sitting abandoned would have wound up in my garage.
