The guy does like playing OTT characters in an unashamed manner. It’s what made V for Vendetta such a good film (No one really remembers that film for Portman’s perfomance let’s be honest).

I can’t claim this, but I remember reading somewhere that Garak is a character that speaks entirely in italics. I think that about sums it up.

I love the bit in The Pale Moonlight when he says something along the lines of “And I’ll come round later to say... hello” when he and Sisko are talking to that hologram forger. Even when playing the “Good Cop”, Garrak is terrifying.
