The local authorities around here routinely shut down the roads out of an (over?) abundance of caution, even on the 3-lane freeways, when the action is on the shoulder and there are at least 2 lanes that could still handle traffic flow. It's gotten to where it's all or nothing and 4 mile backups don't matter.
