The site study engineers supplying the report are expected to provide enough data that the building engineers are able to apply a minimum confidence. Neither party would operate on a single factor of a few feet without risking their reputations and state license.
Engineering reports don't 'miss by a few feat'. At least proper ones that don't phone it in, don't.

This came up last time - there were two (sorta) cars being used for photos. One was an MDF mockup on casters and the other was real. No surprise to see co-mingled shots as a result.
