My guess is it's a combo of venue and space. At a ballpark or stadium, the food vendors pay insane rent to be there so it's a way to insure they are profitable. Some temporary concert sites don't have enough room for a lot of food vendors or can't clear permits, so allowing outside food is a good solution.

Can't remember the last time a concert or call game allowed outside food or drink. At least they allow camelback, albeit empty. Maybe they will have free water stations.
