Besides the scale aspect of individual unisex bathrooms, there could be some hanky panky reasons why it doesn't make sense. It's a common belief that people will be less inclined to have sex in public bathrooms if it's "public." But walking into any night club bathroom at 1:30 AM would tell you otherwise.

Aren't unisex bathrooms for one occupancy only though? I have never seen a free for all unisex bathroom. They are pretty much, lock the door and do your business type rooms.
