Because the appropriate way to address any group is with "people first" language. "Colored people" implies that the most important thing about them is their color, not their humanity. Goes the same for almost all groups: "people with disabilities," not "disabled people," etc.
You forgot to add that "real Americans" also don't happen to live in New York or Vermont or California.

That is very likely the case. When I was in elementary school (in the late 50s, early 60s), there were siblings of my classmates who were simply not permitted to attend school because they were disruptive. They just stayed home.
