Im fairly sure there is a license to drive in Nascar it self. So why would it matter if he has a street license or not.

Minus the few legitimate comments on here including the Daytona and the Hudson all people have done is tell nascar to be something it isn't. People have told it to be F1, V8 super cars, scca, German and British touring cars. The issue is that they already exist, and arent having anywhere near the success that nascar

As one of those 'brats' in south east Michigan, I will agree that drivers ed here is a joke. Its basically showing videos so old that they refer to tapes instead of cd's and give directions for people with and with out ABS. But 50 hours with an instructor? It was almost impossible to get the required six from segment
