The very one. I think they use QALY (quality-adjusted life years, for those not in the know), or some variant, in most European countries. Don't really know about the non-Western world.

Do your respective agencies and institutions use QALY in the US to determine who are ellegible (did I spell that right?) for different kinds of medical treatments and procedures? Although brutal in its utilitarianism, these sorts of scaling methods do have some merit in establishing who gets what, and before whom.
