Seriously, playing as Rein (a tank), Cecelia is supposed to be drawing fire, including knock-backs, all of which are on cooldowns of some sort. If she’s so far out of position than she has no support taking these attackers apart while they try to play beachball with her Rein, then the problem isn’t the knock-backs.

OK, but how do you indicate to opposing players that a particular target is subject to diminishing returns? Because without that, then we’re back to dWintermutes’s observation.
