I feel that the keyword here is “released in some form.” I would think the licensed owners would like the series to be completed, so we would likely see thre remaining episodes another form. That said, I wouldn’t be shocked if Skybound comics partnered with Telltale Games with the releases episode 3 and 4 as digital

Your educated guess is sound and it is something I believe a lot of others have form since the previous lay-off from TT. As someone who has been following Telltale Games before they were a company (and was working on the Freelance Police game for Lucasarts), it is interesting to see how they had gotten a bit carried

I think you’re referring to TWD S4 as season 3 came out some time ago.

To be fair, Toei recycles their ideas to garner the attention of new viewers. The average child might watch Power Rangers/Super Sentai in an average of 3 seasons. By the forth season, they move onto something else. This is similar as to way DC comics used to recycle story plots in their Batman and Superman books
