The DA20 has a castering nose wheel. Steering while taxiing is done by differential braking. Not sure what was stuck with the wheel, unless axle bearings had frozen. That would also cause the excessive wobbling during the landing. The landing doesn’t look intentional, just poor.
Actually, that was 100% pilot error. The DA-20 has a free swiveling nose wheel with no hyraulic “shimmy damper” The proper technique for any aircraft set up that was is to make sure you land on the mains and hold the nose off as long as you can.
