Sorry, pal, but you do need a court order. You can obtain part of this information for nearly anyone in the country without being a government employee. For the rest of it, you should already be able to obtain it; being in the government and all.

Use iOS without jailbreaking, and then use Android without rooting. Straight out of the box, Android offers greater customization. Jailbreakers and rooters are a minority. Mainstream consumers who want customization are not going to want to root or jailbreak; they want it to be customizable out of the box.

I'm not saying all of the UK is horribly polluted, but the UK has been in headlines the last few months due to air pollution issues. Likely, the industrial and/or heavily populated areas are most affected.

What are you basing this off of? The UK has air pollution issues of its own.
