Why can't they just set the stage for a Gotham that needs Batman? A competent Jim Gordon who is stonewalled at every turn. A corrupt system driving a good man to the edge of his own sanity? Layers upon layers of corruption that make Jim question those closest to him? Clear villains that end up just out of Jim's reach…
