Yeah, you've been replaced already. I've been on jobs where we have used these instead of flaggers - and they do a much better job.

Of course there is gravel in the hole, what do you think is under a road? Typically there is at least 300mm (1 foot) of gravel under an asphalt or concrete road. That being said, they should probably sweep up excess gravel on the surface after the patch has been completed.

If its a cold-patch asphalt patch then that is what you're supposed to do. For hot asphalt, yeah you're supposed to do it in compacted layers, but if your hole is smaller than a compactor then it becomes rather difficult to do it properly.

That's cold patch asphalt, hot patch needs a little more effort + compaction (if you do it properly).

For the most part they do have a warranty (at least in Ontario they do) but it's usually just for a year from when they finish working. It is pretty unreasonable to expect a road to stay in pristine condition for 5 to 10 years. If there are any serious problems with the work a contractor does, it will start to show…

There's more to roadwork than you realize. It's quite possible that there is a storm or sanitary sewer beneath the road that will need to be replaced in a few years, so it doesn't make sense to tear up a road and re-build it and then have to do it all again a year or two later when they replace the sewer.

Again, I don't see the problem. Google isn't using the water to create/process any products, chemicals, etc. They are using it solely for cooling purposes, and then cleaning the water even more before it is released back into the river. How could that possibly be bad for anyone or anything?

Why are you suspicious? Goggle is further cleaning water that was already treated by the Douglas County Water Authority Plant. Without Google doing this, the water would actually be dirtier.
