From what I know, they can forcibly relocate players, they can change theirs and players’ character models at will as well, and they can spawn things as well.

For some reason, I’ve stopped seeing them as often. I see them in starting cities sometimes but very, very rarely. I dunno what happened but some other commenters on here seem to still see them.
