They’ve put Titus O’Neil out as a public face of the company, and it has been very clear for years that if he could actually do a decent job in the ring, he’d be a top guy for the company, since he can cut promos, handle PR, and is a large individual.
But also, that doesn’t change the law - without his consent, or meeting one of the other criteria, they’re not legally allowed to draw his blood.
