From a retailer like GameStop or Amazon, sure. This isn’t fucking Wal-Mart though. This is THE developer/publisher. They don’t own and manage every level of the product being sent to you. Do you see an option for them to do this shit?
You preorder a product, you pay money based on your state tax and shipping expenditures. That money is paying for said product, and paying for shipping and handling.
Then they need to cancel several services that have been paid based on where it is shipping per the request of the original order and purchase. Y’know... the ones that actually ship stuff across land and oceans and through weather and state lines and so on.
People don’t move frequently enough for companies to need to account for that contingency. That’s WHY we have mail forwarding. They’ve got way more than one customer that they need to take care of. It’s your money, it’s your investment. Of it means that much to you, secure it appropriately.
Then get a forwarding address to compensate for varied state taxes and all that other stuff.
