Thats average Class D airspace (local, not quite regional) airport runway length. No big deal. Teterboro is not a big airport by any standard. International airports are Class B, regionals are usually Class C, the average general aviation airport you drive by in a populated airport is Class D.
Assuming you aren't accelerating anymore at the 1000' mark (which may or may not be true, I have no idea how they're geared), at 322.65mph you'd cover that last 320 feet in .67 seconds. So yea, it does actually add on significant time.

The DA-40 comes with a 180hp engine. For small airplanes like these, that's really typical. Of course the bigger the plane and the more weight you need to carry, the more power you'll need to spin a more aggressive prop. 180 is a healthy sized motor for single engine general aviation planes.
