I would definitely encourage folks in deep blue areas to consider moving someplace more purple if not red, if it’s practical for you.

I would imagine the construction process would take place at geosynchronous orbit over the intended tether point, working simultaneously upward and downward (outward and inward?) at a pace that maintains balanced masses. The tough part will be the effects of wind before it’s tethered. (And after, I suppose.)
